Prince Paul and the Serene Family in the Forest of Wy - a 2005 painting by Samuel Dare Wade.

The Principality of Wy is an Australian micronation based in the Sydney harbourside suburb of Mosman. It was created by Paul Ashton Delprat in 2004, in protest at a longrunning dispute with Mosman Council over Delprat's desire to construct a driveway by which to gain access to his private residence.

His plans to build a driveway over his frontage, an unbuilt road near Wyargine Reserve were initially approved in principle, but formal approval was delayed as a result of bureaucratic errors.[1] Eleven years after his inital submission, Delprat's development application was rejected as a consequence of further bureaucratic errors, whereupon, in a ceremony at Mosman Town Hall on 15 November 2004, he announced his "secesson" from Mosman Municipality, and presented his Declaration of Independence to the Mayor of Mosman, dressed in full regalia as "Prince Paul of Wy".[2]

Delprat is also known in Sydney's arts community as the principal, since 1988, of the Julian Ashton Art School, one of Australia's most eminent cultural educational institutions. He is also a successful artist in his own right; his works are held in the collections of the National Gallery of Australia, state, regional and municipal galleries, as well as in corporate and private collections. His philosophy regarding his "artistic principality" may be read on The Principality of Wy website.
