The Global State of Waveland was a micronation occupying the remote North Sea islet of Rockall.

It was created in 1997 when members of the Greenpeace organisation set up camp at the summit of Rockall[1] to protest British undersea oil exploration in the area. Greenpeace declared the island to be a “new global state”, and offered citizenship to anyone willing to take their pledge of allegiance.

The British government's response was to give the occupants permission to be there, but otherwise ignore them. When asked, the Home Office responded that since Rockall was part of the United Kingdom, and since the UK was a free country, Greenpeace were perfectly entitled to maintain a presence at Rockall.

The occupation continued until 1999, when the company sponsoring it collapsed. However, a solar powered beacon that was set up on the top of the islet remains. A tablet to the left of the beacon reads:

ROCKALL SOLAR BEACON

Let the sun and wind
do their work,
Leave the oil beneath
the waves.
